Early Response Teams were first created by the United Methodist Church in the mid 1990s. It began, as it remains today, a cooperative effort between the United Methodist Committee On Relief and United Methodist Volunteers in Mission.
In early 2007, a covenant was formed between the two groups and a new protocol was established.
