Printable Red Cards for Distribution: The ILRC’s Red Cards help people assert their rights and defend themselves in many situations, such as when ICE agents go to a home. Available in Multiple Languages

All people in the United States, regardless of immigration status, have certain rights and protections under the U.S. Constitution. The ILRC’s red cards give examples of how people can exercise these rights. However, they do not provide individualized legal advice. Community members are encouraged to check in with a legal aid provider for questions about their situation. From ilrc.org

SALUTE: 

Gather and document as much of this info as possible.  Note what you see, not what you assume. 

S – Size of the activity, 

A – Activity the officers are doing

L – Location with exact address

U – Units (badge numbers, car numbers/license plates)

T – Time of the event; precision is key

E – Equipment officers carried like flexicuffs, firearms, dogs, what have you.

WHISTLE KITS

What’s in a kit?

  1. Whistles: Metal or plastic whistles, threaded with yarn for easy wearing. As supplies become short in supply, some people are 3-D printing the whistles.  Here’s a free design kit for a 3-D whistle: https://www.thingiverse.com/thing:3130078#google_vignette
  2. “Know Your Rights” Info: Cards explaining rights and steps to take during encounters with immigration enforcement. Red Card Printable
  3. Hotline Info: Phone numbers for rapid networks to text details about ICE activity. In Virginia, we primarily use the CASA rapid tip line.  1-888-214-6016

How Whistles Are Used (Signal Codes)

  • Short bursts: Spotting ICE agents in the area.
  • Continuous blowing: ICE is actively detaining someone (Code Red). 

Purpose of  whistle kits

  • Alert neighbors: Warn vulnerable individuals of approaching agents.
  • Create visibility: Turn silent abductions into loud, visible community events.
  • Empower residents: Encourage people to document events with their phones.
  • Counter shock tactics: Disrupt ICE’s reliance on surprise by making actions public.
